कोभिड १९ केन्द्रित स्थानीय बजेट

 सरकारले आगामी आर्थिक वर्षको बजेट संघीय संसदमा पेश गरिसकेको छ । विगतका कार्यक्रमको निरन्तरता, केही नयाँ पूर्वाधार विकास र कोभिड १९ को महामारीसँग जुध्ने तथा प्रतिकार्य र पुनर्लाभका कार्यक्रमलाई प्राथमिकतामा राखेर बजेट प्रस्तुत गरिएको छ ।

बजेटले जनतालाई संक्रामक रोगको महामारीबाट जोगाइ जीवन सहज र सुरक्षित बनाउने, उपलब्ध स्रोतको उच्चतम परिचालनबाट आर्थिक पुनरुत्थान र विकासको गतिलाई निरन्तरता दिने जस्ता कुराहरु बजेटमा समावेश छन् ।

अर्थपूर्ण पूर्वबजेट छलफलका सर्त

नेपाल सरकारले गत वैशाख २८ गते संसद्मा पूर्वबजेट छलफलका लागि ६१ बुँदामा समेटिएको विनियोजन विधेयक २०७७ को सिद्धान्त तथा प्राथमिकता प्रस्तुत ग-यो । अर्थमन्त्री युवराज खतिवडाले पेस गर्नुभएको सोही दस्तावेजमा आधारित रहेर संसद्मा पूर्वबजेट छलफल भइरहेको छ । बजेटका सिद्धान्त र प्राथमिकता निर्धारणको आधार तय गर्ने सरकारको वित्तीय लक्ष्य, रणनीति, आर्थिक परिसूचकहरू, चालू वर्षको राजस्व तथा व्ययको अवस्थाको सार संक्षेप, वित्तीय लक्ष्य हासिल गर्नका लागि जुटाइने स्रोतको आधारलगायत कुनै पनि बजेटसम्बन्धी दस्तावेजमा हुने विशेषता भने यसमा छैन । कोरोनाको दुष्प्रभाव लोकतान्त्रिक अभ्यासमा पर्नबाट रोक्ने सन्दर्भमा आगामी आर्थिक वर्षको बजेट प्रस्ताव पेस हुनुअघि बजेटका बारेमा संसद्मा छलफल हुनु सकारात्मक भए पनि बजेट दस्तावेजको कुनै पनि विशेषता नभएको बजेट सिद्धान्त र प्राथमिकताका आधारमा हुने छलफलले वित्तीय सुशासन र बजेट प्रक्रियामा संसदीय निगरानी प्रवद्र्धनमा योगदान भने गर्न सक्दैन ।

Local deputies: Less into development politics

The 2017 local election was a landmark in terms of women’s representation in Nepal’s state structure. It guaranteed more than 40 per cent women’s representation in the local government. Unlike the previous experiences, the Local Election Act 2017 made it mandatory for the political parties to ensure 50% female candidates in the top two local level positions. Due to this provision, 47.67% of the top two positions in the 753 local governments were secured by female candidates. However, only 18 women were elected as the top local political executive, although 700 women were elected as vice-chairpersons or deputy mayors.

नेपालमा बजेट प्रणाली सुधारका सवाल

अनिरुद्र न्यौपाने

बजेट सरकार र जनतालाई व्यावहारिक रूपमा जोडिराख्ने औजार हो । लोकतान्त्रिक देशको बजेटले जनताका आवश्यकता, अपेक्षा र चाहना प्रतिविम्बित गरेको हुनुपर्छ । यसरी बजेटले जनताको सरोकार समेटे वा नसमेटेको मूल्यांकन गर्न सक्ने नागरिक समूह निर्माणको पूर्वसर्त बजेट पारदर्शिता हो । सरकारको आर्थिक नीति र प्राथमिकता के हो ? मुलुकले राखेका आर्थिक लक्ष्यहरू केके हुन् ? ती लक्ष्य हासिल गर्ने रणनीति के–कस्ता छन् ? राज्यको अल्पकालीन र दीर्घकालीन राजस्व नीति र राजस्व परिचालनको रणनीति के हो ? आन्तरिक र बाह्य ऋणको स्थिति के छ ? के सरकारी कोषको प्रयोगमा मितव्ययिता, कार्यकुशलता र प्रभावकारीता छ त ? सरकारले राज्यकोषको खर्च गर्दा मौजुदा कानुनको पालना गरेको छ कि छैन ? लगायत बजेटसम्बन्धी सार्वजनिक सरोकारका प्रश्नहरूको जवाफ खोज्ने जनता र जवाफ नखोजे पनि समय–समयमा जनतालाई आवश्यक सूचना उपलब्ध गराउन प्रतिबद्ध राज्य भएमात्र लोकतन्त्र वास्तविक लोकतन्त्र बन्न सक्छ ।

Informed citizenry is the prerequisite of a functional democracy. Timely access of citizens to government records is important for public oversight. Direct and indirect public participation in decision making process is possible only through easy access to information related to past performance and future plans of the government. The objective of open, transparent and accountable government can be attained only when citizens can conveniently access information of their concern from public agencies.

कालो अर्थतन्त्रको सुद्धिकरण

नेपालका गाउँघरमा करीब डेढ दशक अघिसम्म पनि मकैको कुन्यू, धानको भकारी वा परालको माचले व्यक्तिको सम्पन्नता दर्शाउँथ्यो । विशेषगरी पहाडको सन्दर्भमा दाल भात खान र अन्न बेचेर छोराछोरीलाई काठमाडौंका सरकारी क्याम्पसमा पढाउन सक्ने परिवारलाई सामन्ती ठानिने समय केहीअघि सम्म कायाम थिो । तिनैलार्ई तह लगाउन संगठीत भएका युवा युवतीको आठमा माओबादीको सशस्त्र विद्रोहले देशब्यापी रुप लियो । युद्धको जगमा माओबादीले पहिलो संविधानसभा निर्वाचनबाट सवैभन्दा ठूलो राजनीतिक दलको हैसियत पनि पायो । अहिले उ तुलनात्मक रुपमा परिवर्तन भएको छ । त्यसबेला युद्धको मोर्चा सम्हाल्ने मध्ये अधिकांश नव धनाड्यमा परिणत भई  ठूलठूला बंगलाका मालिक भएका छन्, विभिन्न उद्योगमा लगानी गरेका छन्, टेलिभिजन स्टेसन चलाएका छन् भने दशक अघि कथित सामान्त भनेर विस्तापित गरिएकाहरुका छोराछोरी विदेश भाँसिएर खाडीका मरुभूमिका श्रम बेचिरहेका छन् ।

Right from Start : Urban Governance

Recently the government announced new municipalities and now their total number has reached 130. According to the source at Ministry of Federal Affairs and Local Development (MoFALD), the government is about to declare 66 more municipalities. There are opinions both for and against the recent announcement. 

Critics opine that newly declared municipalities do not deserve to be urban government units as basic norms and values of municipal governance have not been found in them. They think that the government had to have built basic physical infrastructure before converting numbers of Village Development Committees into municipalities. However there are sufficient reasons to take this as the government’s commitment to planned urban development.

सभासद्लाई ५ करोडको औचित्य

आगामी आर्थिक बर्ष २०७१/७२ को बजेटमा संसद विकास कोषको रकम दश लाखबाट बढाएर पाँच करोड पु¥याउनु पर्ने माग सांसदहरूले उठाएका छन् । यस्तो माग गर्नेमा सरकारको नेतृत्वकर्ता दल नेपाली काँग्रेसका सांसदहरू अग्रपंक्तीमा छन् । उनीहरूले यसलाई अभियानकै रुपमा अघि बढाएका छन् ।  अन्य दलका सांसदहरूले पनि यसको खासै विरोध गरेका छैनन् । संसद विकास कोषको रकम पाँच करोड पु¥याउनका लागि पर्याप्त स्रोत नभएकोले यसलाई स्वीकार गर्न कठिन हुने धारणा राखेपनि सरकार यो मागमा सकरात्मक नै देखिएको छ ।  पछिल्लो समयमा विकसित घटनाक्रम अनुसार सरकार हाल दिइदै आएको १० लाखलाई बढाएर २० लाख पु¥याउन भने सहमत भएको केही सञ्चारमाध्यमले जनाएका छन् ।

Efficient Parliament for Improved PFM

The success and failure of representative democracy like ours largely depend upon how effectively the people's representatives carry out their responsibilities. Several other institutions including civil society and media also have important roles in the democracy as they can contribute to establish a connection between people with policymakers and executives, to fill the gap between deliverables of democracy and expectations of people and eventually to establish a faith of people to democratic system and procedures. However, legislature or parliament is the most important institution that can make the democracy work for greater good of people. The role of parliament is even greater when it comes to public finance management (PFM).

Budget is a long process of which budget formulation is just one part. It includes budget approval, execution, reporting and auditing. Public oversight in the budget process involves public interest and participation in and scrutiny of major aspects of budget process.This starts from formulation of policies and programs and ends with reporting and auditing. Public participation in budget process is taken to be the building block of enhanced Public Financial Management (PFM).

Number game: Supreme Audit Institution

National audit involves the independent evaluation of financial statements of government agencies by Supreme Audit Institution (SAI). It assesses whether the government has raised revenues and spent them in line with the approved budget, and whether the information regarding revenues and expenditures are accurate and provide a reliable picture of the fiscal position of a country. Generally, SAIs undertake financial audits of government agencies to review the procedure followed for accounting, and compliance audits to test the legality of transactions made by those agencies. However, the scope of audit is not limited to financial and compliance audit. Modern SAIs are expected to scrutinize the economy, efficiency and effectiveness of programs undertaken by the government.

चुनावी घोषणापत्रमा वित्तीय उत्तरदायित्व र पारदर्शीता

अनिरुद्र न्यौपाने

व्यवस्थापिका–संसदको समेत भूमिका निर्वाह गर्ने दोस्रो संविधानसभाको निर्वाचनका लागि यतिखेर मुलुकका राजनीतिक दलहरू चुनावी घोषणपत्र निर्माणको प्रक्रियामा छन् । त्यसैले अवको संविधानसभा नयाँ संविधान नबन्दासम्मका लागि संसद पनि हो भन्ने कुराको हेक्का दलहरूले राख्नु जरुरी छ । सम्वन्धीत दलको सरकार बनेको अवस्थामा उसले लिने दृष्टिकोण, आर्थिक÷सामाजिक नीति र प्राथमिकता लगाएतका विषयलाई निर्माणधिन घोषणपत्रमा सत्ता सञ्चालक प्रमुख दलहरूले अहिले नै संवोधन हुनुपर्छ । भ्रष्टाचार र अनियमिताबाट गुज्रीरहेको नेपालमा पारदर्शी र जवाफदेही राज्य निर्माणका आधारहरूलाई  दलहरूले यस अघिका चुनावी दस्तावेजहरूमा इमान्दार रुपले स्थान दिएको देखिंदैन । घोषणापत्र कुनै पनि दलको जनतमा जाने आश्वाशनको पोको मात्र नभई भविश्यमा राज्य सञ्चालनलाई सघाउने मार्गदर्शन पनि हो । प्रतिदिन मुलुकमा भ्रष्टाचार र आर्थिक अनुशासन हिनताको पारो चढिरहेको सन्दर्भमा घोषणापत्रलाई आगामी संविधान निर्माणको आधारका साथै  पारदर्शीरुपमा राज्य सञ्चालन गर्ने औजारका रुपमा विकास गर्ने हो भने भोटका लागि प्रचार गरिने लिखत मात्र नभई कार्यान्वयनयोग्य प्रतिवद्धताका रुममा यसको निर्माण गर्नु जरुरी छ । दलहरूका घोषणापत्रमा राज्यको श्रोत र साधनको चुहाओटरहित प्रयोगको सुनिश्चिता, विगतमा भएका गलत अभ्यासको अन्त्य र सकरात्मक अभ्यासको थालनी गरी सार्वजनिक वित्त व्यवस्थापनमा सुधारका लागि ती दलहरूले के कस्तो नीति लिन्छन् भन्ने कुरामा स्पस्टता आवस्यक छ । सार्वजनिक वित्तको कुशल व्यवस्थापन र सुशासन प्रवद्र्धनमा राजनीतिक दलहरूले घोषणापत्रमार्फत प्रतिवद्धता व्यक्त गर्न सघाओस् भन्ने नै यो आलेखको आशय हो ।

The interim constitution of Nepal has recognized Right to Information (RTI) as one of the fundamental rights of people. RTI Act 2007 and Rule 2009 help citizen exercise their constitutionally guaranteed right to know. Though the posts of information commissioners are currently vacant, we have independent semi-judicial institution, the National Information Commission (NIC), to hear appeals from information requesters if they are denied requested information by public agencies. However, it must be said that access to information situation is still weak.

Increasing Domestic Revenue

The Government of Nepal seems to be planning to increase the size of the annual budget for F/Y 2012/13. The government might be justifying the proposed increment from the perspective of economic philosophy that every rise in the government expenditure on productive activities has a multiplier effect on the country's economic growth and development.


However, increase in the size of the budget is criticised for its negative effect on the economy as increased recurrent expenditure, including transfer payments, might raise inflation beyond the limits. On the other hand, increase in government expenditure should primarily be in line with increase in domestic revenue. Therefore, the government should have analysed the consequences of the proposed increase in expenditure on one side and the possibility of increasing domestic revenue on the other.

नेपालमा बजेट पारदर्शीता र सुधारको कार्यसुची

सरकारी बजेट बार्षिक आम्दानी र खर्चको अनुमान मात्र नभई राज्यका समग्र नीति तथा प्राथमिकताको निर्धारक र मापक पनि हो । सरकारले वर्षेनी जारी गर्ने बजेट प्रस्तावले राज्यको वास्तविक प्राथमिकता र कार्यदिशा तोक्दछ । बजेट प्रस्तावमा नसमेटिएका नीतिहरुको राजनीतिक अर्थ रहेपनि जनजिवनमा तीनको खासै महत्व रहँदैन । अर्थात्, आम जनताका लागि राज्यको नीति भन्नु नै बजेट वा वित्तीय नीति हो ।         यस्तो महत्वपूर्ण नीति अर्थात् बजेटप्रतिको चासो र चेतनाको स्तरले कुनैपनि देशको लोकतात्रिक विकासको अवस्था झल्काउँछ । विकसीत लोकतन्त्रमा सरकार वा राजनीतिक दलप्रति जनताको धारणा निर्माणको आधार त्यहाँको वित्तीय नीति हुनेगर्छ । त्यसैले, बजेटप्रति जनताको चेतना र चासो बढाउने, समग्र बजेट प्रक्रियालाई पारदर्शी बनाउने र बजेट प्रक्रियामा कुनै न कुनै रुपमा सवै नागरिकलाई सहभागि हुने अवसरको सिर्जना गर्ने विषय लोकतन्त्रको संस्थागत विकासको महत्वपुर्ण पूर्वसर्त हो ।

The right priorities


Even if domestic revenue is inadequate, the government needs to pay for recurrent expenses, including salaries to its employees, at any cost. Also, the peoples’ demands for development cannot be ignored even at the time of revenue crunch, which means that the government is always in need of cash. In such times, the government normally goes for the option of raising funds through domestic and international borrowing. In short term, such loans work as a source of deficit financing, but if the borrowed fund cannot be utilized properly, the country might enter a debt trap.

Making Income Tax Top Contributor to National Revenue

It has been 57 years since Nepal started planned development. However , no development plan has been fully successful. It is primarily because development plans are formulated having no or Ltd domestic funding source. Records show that our development efforts are highly dependent on foreign aid. Very few development projects are planned and executed with domestic funds. As domestic revenue has been hardly sufficient to finance recurrent expenditures, government has only two options- either to plan development activities searching probability of funding from abroad or not to undertake development activities at all. As no government can choose the second option, making domestic economy highly dependent on foreign economy is the only way.

Veiled threat : Analyzing Tax Revenue


Government reports show that the contribution of tax on total government revenue is increasing. In 2010/11 contribution of tax revenue on total government expenditure came to 67.1 percent (IRD, 2012). Tax revenue had 89 percent share in total domestic revenue in 2011/12. As a percentage of GDP, tax revenue reached 15.7 percent in F/Y 2011/12, from 11.1 percent in 2006/7. Also, the country’s domestic revenue mobilization capacity has increased. The government plans to mobilize of Rs 289 billion in domestic revenues for 2012/13 (MoF, 2013), about 80 percent of total estimated government expenditure (not adjusted with recent change).

नेपालको बजेट राजनीति र कमजोर आर्थिक प्रजातन्त्र

   अनिरुद्र न्यौपाने 
जननिर्वाचित सरकारका तर्फबाट समयमै बजेट प्रस्तुत हुने र संसदमा व्यापक छलफल भई आवस्यक सवैखाले परिवर्तन सहित संसदबाट त्यस्तो बजेट पारित हुने व्यवस्था नै साँचो अर्थको प्रजातान्त्रिक व्यवस्था हो । अर्थात्, प्रजातान्त्रिक संविधान भएर पनि देशको अर्थतन्त्रसँग सम्वन्धित हरेक निर्णय प्रकृयामा जनताका प्रतिनिधिको सक्रिय सहभागिता र हस्तक्षपकारी भूमिका रहँदैन भने त्यस्तो प्रजातन्त्र नाम मात्रको प्रजातन्त्र हुन्छ । तर, नेपालमा बजेट प्रक्रियामा संसदको भूमिका स्थापित गर्ने प्रयास कहिल्यै भएन ।
